Serious Offence

Description

1.    ATTENDANCE

Leaving school grounds without permission

Leaving school grounds after reporting but before the end of the school session without the school’s approval

Truancy

Being absent from school without a valid reason (without MC or Parent's/Guardian's letter)

Trespassing, inappropriate entry or exit into or out of school

Entering school or restricted areas of the school without permission or for wrongful purpose.Climbing over school fence or gate to enter or exit school

2.    MISCONDUCT

Bullying

A repeated pattern of behaviour where a student or group intentionally targets others to cause distress. It can be cyber, physical, social/relational or verbal in nature.

Cyber- Using technology to repeatedly harass, threaten or humiliate others.

Online targeting, Creating hate groups, Sharing of embarrassing content, Coordinated online attacks, Digital harassment

Physical- Acts of causing physical harm, intimidation or property damage or extortion

Pushing/shoving, Tripping of targeted individuals, Damaging victim's belongings, Organised group physical intimidation

Social- Acts of intentional exclusion or causing reputation damage.

Engineering social exclusion, Rumour campaigns, Relationship manipulation, Public humiliation

Verbal- Acts of name-calling, threats or spreading of rumours.

Name-calling, Mocking of personal traits, Threats/intimidation, Degrading comments, Persistent insensitive remarks

Disruptive behaviour

Behaviour that threatens the safety and well-being of staff and students, or creates conflicts and causes disorder during lesson activities or assessments

Disruptive verbal and non-verbal gestures- communicating, talking, singing, shouting, passing of materials or items during assessments

Cheating

Possessing notes or other prohibited items, copying from others, allowing others to copy, tampering with marks or written answers.

Forgery

Forging signatures, medical certificates, consent forms, etc. with the intention to deceive

Open defiance, rudeness, verbal abuse or showing abusive signs

Refusing to conform to school rules, norms and practices

Displaying rudeness and disrespect in speech or body language

Inappropriate behaviour prejudicial to school values

Disturbance to the public, shouting, inappropriate behaviour in public, hugging and kissing on and off school premises

3.    THEFT/DAMAGE OF PROPERTY

Arson

Planting explosives or setting property on fire, whether attempted or actual

Theft

Stealing school property or property belonging to others

Vandalism

Vandalising school or personal property, writing graffiti, using paint or other marking substances on school property, tampering with the fire alarm system and fire extinguisher.

4.    OTHER SERIOUS OFFENCES

Assault

Attacking others violently, whether causing injury or not

Cyber

Inappropriate use of online, digital or communication devices

Recording or uploading of media of others without permission

Broadcasting, livestreaming of media without permission

Impersonating school, organisations or people

Doxxing

Distribution or pirating of copyrighted media

Plagiarism, misuse of Artificial Intelligence

Involvement in scams

Cybersecurity violations, hacking, compromising of data or hijacking others’ accounts

Fighting

Being involved in a confrontation between individuals or opposing groups in which each attempt to harm or gain power over the other, as with bodily force or weapons

Gambling or use of gambling related equipment

Using money, playing cards or gambling related devices in games, betting, online gambling, etc.

Gangsterism

Being involved in a gang assault/ threat/ harassment/ extortion/ recruitment, whether actual or attempted

Pornography

Consuming/ possessing/ distributing/ selling pornographic materials

Possession of weapons or replica

Possessing weapons or replica that may be used in a crime or cause panic or distress

Sexual Misconduct

Sexual assault/ abuse/ exploitation/ harassment, outrage of modesty, insulting the modesty of students or staff

Being involved in attempted rape, underage sex, sexual grooming, peeping, etc

Smoking

Vaping

Using/ possessing/ distributing/ selling cigarettes, tobacco products or paraphernalia

Using/ possessing/ distributing/ selling e-vaporisers or paraphernalia

•AND conduct grade adjustment (‘Poor’)

Smoking or Vaping

Using/ possessing/ distributing/ selling cigarettes, tobacco products, e-vaporisers or paraphernalia

The school-based disciplinary measures will be meted out in addition to the national penalties imposed by Health Sciences Authority (HSA)

1^st time offence

Baseline consequences

•1 to 3 days of detention and/or suspension; and/or

•1 stroke of the cane (for boys only, with aggravating factors)

•AND conduct grade adjustment (no better than ‘Fair’)

Engagement & Support

•Report offence to HSA. To attend Cessation Clinic

•Counselling by School Counsellor

•Form Teacher/ Discipline Coordinator to inform parents

 2^nd offence

Baseline consequences

•3 to 5 days of detention and/or suspension; and/or

•Up to 2 strokes of the cane (for boys only)

Description

Latecoming

Being late for school without a valid reason

Skipping classes

Being absent from formal lessons, assembly, detention class, school services, official school activities without a valid reason

Improper attire & grooming

Disobeying school rules on attire, hairdo, jewellery, etc. (excluding cases where the school uniform is modified, which is a serious offence)

Littering/ spitting/ causing an unpleasant school environment

Dropping or leaving rubbish in school premises or public places

Consuming drinks or food outside of the canteen, not returning cutlery to the designated area after eating

Queue cutting

Not doing assignments

Not turning in class work, homework, project work, etc. without a valid reason

Using vulgar language

Verbalising coarse or abusive language

Disrespect during morning assembly, assembly, chapel service or school activities

Not standing at attention quietly when National Anthem/School Song is being played or talking during morning assembly, morning devotion & announcement

Disruptive behaviour or talking during chapel service

Not singing the National Anthem, not taking the Pledge (for Singapore citizens only)

Not reading during morning assembly/ wrong reading materials

Inappropriate use of digital devices

Using or taking out digital devices during curriculum time and in school premises or at school outings.

Digital devices include mobile phones, smart watches, music players, game consoles, cameras, etc.

Mobile phones are to be switched off and kept in the classroom lockers and secured with a lock during school hours. Mobile phones that ring in the school premises will be confiscated.

Inappropriate use of Personal Learning Devices (PLD)

Disabling/ bypassing/ deactivating Device Management Application

Use of PLD when not allowed by the teacher during lessons or when instructed to put away.

Others

Other minor offences that do not fall in above categories.

First-time offenders

•       Corrective Work; and/or

•       Detention; and/or

•       Reflection Essays; and/or

•       Pledge of Good Behaviour; and/or

•       Research & Presentation to class on harms caused; and/or

•       Conduct Grade adjustment (where relevant)

Second-time offenders

•       Formal Warning Letters; and/or

•       Detention; and/or

•       Ineligibility for Scholarships/Awards, Leadership Appointments, School Trips, School Team Representation; and/or

•       Conduct Grade adjustment

Subsequent offenders

Latecoming

1^st time offence (per school term)

•    Verbal warning by Form Teacher

2^nd to 3^rd time offence (per school term)

•   Detention class (1 hour) after school

•   Reflection

•    Form Teacher to contact parents

4^th and subsequent offence (per school term)

•  Detention class or school duties (2 hours) after school

•  Reflection

•  Form Teacher to contact parents

•  Parents to see Form Teacher/Year Head/Discipline Master

In addition, recalcitrant students may be suspended from classes.

Inappropriate attire and grooming

•    Suspension from class until student is attired according to school standards

•    If necessary, item to be confiscated and returned to student after school

•    Form Teacher to contact parents

Inappropriate use of digital devices

1^st time offence (per school year)

•    Device will be confiscated. Student to collect device from Discipline Master after school dismissal

2^nd time offence (per school year)

•    Device will be confiscated. Parents will be informed. Student to collect device from Discipline Master after school dismissal

3^rd time offence onwards (per school year)

•   Device will be confiscated. Parents to collect device from the school

The school reserves the right to retain the students’ mobile devices for up to a month in cases where serious violation of school rules occurs and further investigation and follow up actions are required.

Inappropriate use of Personal Learning Devices (PLD)

1^st time offence (per school year)

•   PLD will be placed into Safe Mode, restricted use for up to 2 days.

2^nd time offence onwards (per school year)

•   PLD will be placed into Safe Mode, restricted use for up to 7 days.

The school reserves the right to retain the students’ PLD for up to a month in cases where serious violation of school rules occurs and further investigation and follow-up actions are required.
